1. What do I need to qualify for LAP?

• Open to MVWD residential customers.
• Must be a participant in the California Alternative Rates for Energy (CARE) or Family Electric Rate Assistance (FERA) programs (through SoCal Gas Company or Southern California Edison).
• Customer name on the MVWD account must match the name on the utility statement demonstrating CARE/FERA enrollment.

2. How do I apply?

• Have a copy of your utility statement showing CARE/FERA participation.
• Complete the LAP application online (LAP Application - English or LAP Application - Espanol) or we can mail you a printed application.

3. Do I have to renew my participation? If so, how often?

Participating customers must renew and re-certify their eligibility every year (usually around July 1^st), but may be asked to recertify their eligibility sooner.

4. Why am I no longer getting payment assistance through LAP?

Each May, MVWD sends letters to all customers participating in LAP, telling them to renew their application to avoid losing payment assistance.  Customers who do not re-apply by June 30 are removed from the program. 

To continue receiving payment assistance on your bill, submit a new LAP application with the supporting documentation (an energy utility bill showing participation in CARE/FERA). You can apply online or we can mail a printed application.  

5. Will I be notified when it is time to renew my application?

Yes. Customer Service will send letters to LAP customers reminding them that participation in the payment assistance program must be renewed by June 30 each year.  This will ensure there is no interruption to your participation in the payment assistance program.

6. What do I do if I no longer qualify for LAP?

If you are no longer eligible, you must notify MVWD within 30 days of losing eligibility.

7. How long does it take to process the application?

Applications may take up to 30 days for review.

8. How will I know if my application was approved or not?

If approved, LAP funding will be applied to the next water bill following application approval.

9. Is there a limit on LAP program participants?

Customer participation in LAP is on a “first come, first serve” basis. Program funding is limited and not guaranteed.
