MVWD Board Announces Leadership Transition

After 21 years of service, Monte Vista Water District’s long-time General Manager Mark Kinsey retired on December 3, 2019. The Board of Directors has named Justin Scott-Coe as his successor.

“Mark has been a tremendous leader for Monte Vista Water District,” said Board of Directors President Sandra Rose. “I commend Mark for his commitment and success in providing affordable and reliable high-quality water for the Montclair, Chino, and Chino Hills communities over the past two decades.”

Since his appointment as General Manager in 1998, Mr. Kinsey has overseen the growth and expansion of District water supplies and services. Under his leadership, MVWD initiated wholesale water deliveries to the city of Chino Hills, enhanced groundwater recharge within the Chino Groundwater Basin, and established a recycled water distribution system within the city of Montclair.

Mr. Kinsey had the innovative vision to develop and construct the District’s four Aquifer Storage and Recovery groundwater wells, a state-supported project that was the first of its kind in the Inland Empire. Additionally, he helped form the Chino Basin Water Bank which was a collaborative effort amongst local water agencies to promote the use of groundwater basin storage capacity to further enhance the region’s water supply reliability.

As a longtime member of the Rancho Del Chino Rotary Club, including serving as president, he has supported numerous community and youth programs.

“While we wish Mark well in retirement, we are excited to have Justin step into the General Manager role,” said President Rose. “I can’t think of a more qualified individual than Justin Scott-Coe to lead MVWD as we embark on an exciting new chapter for the District.”

Mr. Scott-Coe has more than 16 years of water industry experience in resource management and community affairs, 10 of which were spent with the District. Prior to joining the District, Mr. Scott-Coe was employed at Integrated Resource Management, LLC as a Water Resource Manager, where he provided industrial and municipal water rights support services to public and private sector customers, including Fortune 500 corporations.

Mr. Scott-Coe joined the District as a Public Affairs Specialist in 2007. Four years later, he was promoted to Public Affairs Director and then Water Resources and Community Affairs Manager, overseeing water resource planning, demand management, and public information services. After a 10-year career with MVWD, Mr. Scott-Coe joined Riverside Public Utilities in 2017 as Integrations Manager where he managed energy and water efficiency programs, demand response, and customer communications. In July 2019, he returned to Monte Vista Water District as the Assistant General Manager.

“This is an exciting time to rejoin the District,” said Mr. Scott-Coe. “With treatment facility upgrades, the upcoming construction of a new administrative building and strategic planning efforts underway, I look forward to leading the District through these milestones and into the future.”
