Cross Connection Control Program

The District's Cross Connection Control Program is mandated by the California Department of Public Health (CDPH), under Title 17 of the California Administrative Code of Regulation. It is an extensive effort to protect the public water system from potential sources of contamination that may exist within customers' plumbing systems and equipment on site.

Backflow prevention devices properly installed at the water meter helps eliminate the potential for contaminated water to flow back into the public drinking water system by way of "cross connection" and "backflow". The installation of these devices may be required after an inspection by a Cross Connection Control Specialist. The backflow prevention devices are required to be tested upon installation and on an annual basis as customers are notified by Monte Vista Water District.

This program and its records are inspected by the CDPH on an annual basis. Incidental reports are required to be submitted, as well.

CUSTOMER ALERT - Backflow Devices Being Stolen!

With the increasing value of scrap metals (brass, copper, aluminum), theft of all sorts of metallic items are on the rise. There have been over 50 backflow devices stolen since the beginning of 2011.

Most of the devices that were stolen were not caged or painted. The thieves like to steal the backflow devices that are hidden or behind bushes where they have plenty of time to steal them.

Ways to Prevent Theft

  • Install Anti-Theft Devices (e.g., cages, anti-theft locks, cameras)
  • Paint (painted metal is less valuable)
  • Camouflage (e.g., fake rocks)
  • Less Metal (e.g., approved devices that use plastic)
  • Enclose in Locking Enclosure (maintain access for tester)

If you install an anti-theft cage make sure the lock on it is not exposed where they can cut it with bolt cutters.
