Overview of New Rates

On January 27, 2010, after holding a public hearing, the Monte Vista Water District Board of Directors adopted Resolution 641-10 establishing a new budget-based tiered water rate structure and a three-year schedule of water rates. The new water rates will go into effect on April 1, 2010

Why did Monte Vista Water District raise rates?

  • Increased cost of imported water (~50% of District water supply)
  • Capital replacement needs (pipelines, reservoirs, wells, facilities)
  • Maintaining adequate reserves  
  • New state conservation legislation requiring 20% reduction in use by 2020

 

Budget-Based Tiered Rates

  • Only Single-Family Residential Customers
    • Individually metered residential accounts
    • Over 80% of District customers

  • Water Budget = Essential Indoor Use + Necessary Outdoor Use
    • 92% of current water use by District customers within budget

  • Tiered Rate Allocations
    1 billing unit = 100 cubic feet = 748 gallons
    1 billing cycle = 2 months

Tier 1: Indoor Use

24.4 units per billing cycle (12.2 units per month)

Tier 2: Outdoor Use

Up to 0.045 units / landscape sq.ft. / year*
Landscaped Area = Lot Size – Dwelling Footprint – Hardscape

Tier 3: Inefficient Use

50% Tier 1 + 50% Tier 2 per billing cycle

Tier 4: Excessive Use

All usage above Tier 3

* Distributed per billing cycle based on landscape watering needs (hot months = more allocation, cool months = less allocation)

  • Non-Single-Family Residential Customers
    • Multi-family serving more than one residential dwelling unit (e.g., apartments), commercial, institutional, industrial, agricultural, nursery, landscape

  • Recycled water customers
    • Separate distribution system for highly treated wastewater for irrigation
    • 75% of domestic water flat rate

 

Readiness-to-Serve Charge

  • Monthly fee based on meter size that covers the fixed costs of operating the District
    • Maintenance, customer service, administration, etc.
