Owners of apartment complexes within the service area of Monte Vista Water District are eligible to participate in a special program to replace old water-guzzling, pre-1994 toilets with LOW-COST water-saving toilets. Not only will we supply brand new toilets. Our program also includes FREE installation of the toilets!
For $24 per unit installed, you can save as much as 300,000 gallons per year for each device.

Toilets are a significant water user in any complex, using about 26 percent of the water use inside. By changing out older model toilets, manufactured before 1994 and using more than 1.6 gallons of water for flushing, you could reduce water use for toilet flushing by more than one half! That cut in usage could have a great impact on your water bill! And think how pleased your tenants will be with their brand new toilet!
The current plumbing manufacturing standard for toilets is 1.6 gallons or less.
To determine if the toilets in your units were made prior to 1994, look for an imbedded manufacturer’s date stamped on the inside wall of the toilet tank.

The multi-family toilet retrofit program is made possible through a $1.7 million grant awarded from the California Department of Water Resources through the provisions of Proposition 50 for water conservation programs. The grant is administered through Inland Empire Utilities Agency in partnership with local retail water agencies and cities, including Monte Vista Water District, Cucamonga Valley Water District, Fontana Water Company, San Antonio Water Company and the cities of Chino, Chino Hills, Ontario and Upland. Over 22,000 toilets are anticipated to be retrofitted in multi-family complexes in the region over a three-year period.
