State Drought Emergency Conservation Regulations. On July 15th, the State Water Resources Control Board took unprecedented action in adopting emergency conservation regulations for the entire state. This is in response to the statewide drought emergency Governor Brown declared in January. Monte Vista Water District's permanent, year-round mandatory water use requirements include all of the water use restrictions in the State Board's emergency regulations.
